Professional Consulting and Specialty Services
Neo Networks tackles the most difficult challenges relating to deployment of advanced wireless and broadband networks by successfully securing and expediting access to Government and Utility owned infrastructure, placement of equipment, infrastructure and facilities within the Public and Utility Rights of Way and leveraging our solutions focused expertise in Telecommunications Law and Regulatory Affairs.
There is No Substitute for Experience
Since 1998, the Neo Networks team has successfully negotiated to secure the rights to place equipment and antenna systems on Government owned infrastructure and to access and use the public and utility rights of way within 40 US States and 2 Canadian Provinces including New York City, Los Angeles, San Francisco, San Diego, Chicago, Dallas, Houston, Austin, Boston, Philadelphia, Seattle, Miami, Tampa, Detroit, Phoenix, Scottsdale, Minneapolis / St. Paul, Toronto, Montreal as well as hundreds of surrounding County, City, Township, CDP and local government agencies.
Nationwide, the Neo Networks team has worked extensively with major Public, Municipal Owned, State Owned, Investor Owned and Coop Electric Utilities to accelerate the placement of equipment, antennas, fiber optic cable and the delivery of commercial electric service to over 30,000 outdoor DAS and micro-cell locations nationwide.
Our utility relationships extend to Pacific Gas and Electric, Southern California Electric, Sand Diego Gas and Electric, Commonwealth Edison, Consolidated Edison, National Grid, NSTAR, PECO, PEPCO, DTE, Consumers Energy, Xcel Energy, Nevada Energy, CenterPoint, Arizona Public Service Co., Salt River Project, Oncor, Georgia Power, Florida Power and Light, Duke Energy, Dominion Power, Florida Power and Light (FP&L), Ameren, Kansas City Power and Light, Indiana Power and Light, Georgia Power, Gulf Power, OPALCO and NOVEC and many other regional electric utilities.
With over two decades of experience working closely with Electric Utilities, Wireless Carriers and other Regulated Telecommunications Utilities, Neo Networks focuses on the solutions and not the problems.
Project Expediting and Acceleration
Cellular, PCS networks including small cells and distributed networks, broadband and fiber optic networks are very challenging to design, engineer and deploy. Common causes for delays may be the contractor, the local Utility, the municipality or a combination of factors that delay time to market and increase cost.
The team at Neo Networks has a proven and demonstrated track record of successful deployments and we've met and overcome more than our fair share of challenges over the last few decades.
We learned the hard way how to effectively work with contractors, Utilities and government agencies and have developed and implemented programs, procedures and provided resources that have been instrumental in securing government agency permits and approvals, refining contractors methods and procedures and expediting and managing Utility work flow, make ready engineering, make ready construction, rearrangement of facilities, processing of electric service requests, expediting electric service delivery, accommodating space for equipment and antenna systems on heavily loaded infrastructure and minimizing the cost and time associated with pole placement, replacement and service transfers.
Most importantly, our solutions have been highly effective as a means of minimizing public service commission and federal communications commission escalations, preemption and obviating costly and often, unnecessary litigation.

Securing Access to and Use of the Public and Utility Rights of Way
Access to and use of the Public and Utility Rights of Way can typically be established using two primary methods, Acquisition by Entitlement and Acquisition by Agreement.
Acquisition by Entitlement leverages a carriers prescriptive rights as a Regulated Telecommunications Utility, Commercial Mobile Services Provider, Cable TV and Broadband Services Provider and the protection and remedies afforded to each as a function of their Federal or State entitlements and operating authority.
Generally, Acquisition by Entitlement the most cost effective way to deploy wireless and broadband networks, although can be more time consuming and corrosive from a government and utility relations perspective.
Acquisition by Agreement is often a much faster and more effective means securing access and establishes a solid foundation and positive working relationship with the community.
Neo Networks has developed our hybrid approach to acquisition that has been designed specifically to lower network deployment and operating cost, provides resources and tools that encourages public support and cooperation, satisfies the local government agencies and utilities and most importantly, affords the applicant a path toward accelerated time to market.
Securing Access to Utility Owned Infrastructure
Regulations governing access to existing utility poles has changed significantly in recent years and vary by State as well as by the regulatory classification of the electric utilities and pole owners.
Rights governing third party access to utility owned infrastructure also vary by the regulatory entitlements held by the attaching party and their intended use of their facilities.
Permit charges, attachment fees, taxes and end user charges are also regulated by tariff or by customer contract while timetables are now being enforced on the utility pole owners as a means to monitor, manage, expedite and compel performance.
Neo Networks understands the challenges faced by the electric utilities that are limited on headcount, resources and the day to day management of workflow involved in the safe and reliable generation and distribution of electric service and maintenance of their facilities.
With new federal regulations that establish static time frames involved in accommodating wireless, fiber and telecommunications facilities, managing workflow while remaining in compliance can be overwhelming.
Involving Neo Networks can help as we leverage our experience and our relationships with the carriers, electric utilities and pole owners and provide practical solutions to complex problems.
Securing Access to Government Owned Infrastructure
Traditionally non-regulated infrastructure such as street lights, traffic signal poles and buildings are gradually becoming more regulated as remedial measures are being imposed on Federal, State and Local Municipal Government Agencies that restrict or limit access to their rights of way, charge excessive fees, limit competition or induce unnecessary delays.
Most government and public sector agencies simply lack staff, resources, budget and access to regulatory counsel and often, delays in securing access are a direct result of lack of information or support from regulators.
Government agencies and carriers will both benefit from Neo Networks' education and outreach program as well as subscribing to our Open Access or VIP asset management programs.
Whether you are affiliated with a carrier trying to secure access to government owned infrastructure or a member of a government agency that has recently been approached by one or more carriers seeking access to your communities infrastructure or wanting to place their equipment, poles or facilities within the rights of way, Neo Networks can help.
